A person is a small part of society. If everyone’s history could be collected and published as books, it would become the greatest encyclopedia of the world.
Born as the fourth of six children in the families of Baljin Jadamba (a driver from Khutag-Undur, Bulgan) and Najdambal Baljinnyam (a circus performer from Bugat, Bulgan).
He served as a member of the Government of Mongolia as Minister of Road and Transport Development from 2017 to 2018. During this period, he implemented major measures in the transport sector.
During the “Transport Week – 2017” international event held in Moscow from December 2-8, 2017, he met with former Russian Transport Minister M.Yu. Sokolov and President of Russian Railways O.V. Belozyorov to discuss increasing the capacity of 'Ulaanbaatar Railway', implementing technical modernization, renewing rolling stock, and exploring opportunities to implement railway projects under the 'Mongolia-Russia-China Economic Corridor' program; cooperation was agreed upon.
The issue of railway strip land was resolved jointly with the Governor of Ulaanbaatar. According to the Governor's decree A/813 dated 30.10.2017, land for the new railway station was released and designated for its intended purpose.
In Moscow, Russia, during the 23rd International Transport and Logistics Exhibition “TransRussia/TransLogistic-2018”, the 'Transit Mongolia-2018' forum was held from April 17-19, 2018 to increase transit transport. As a result, 626 container trains (55,705 containers) passed through Mongolian territory from China to Europe and vice versa, a 20% increase compared to the previous year.
Oversaw the establishment of a new international airport in Khushigiin Khundii, Tuv province. On January 2, Minister of Road and Transport Development J. Bat-Erdene inspected the new international airport and highway construction in the area.
On June 8, 2018, Minister of Road and Transport Development J. Bat-Erdene and Russian Transport Minister Ditrikh E.I. signed an agreement between the governments of Mongolia and Russia on conditions for transporting cargo via railway.
An amendment to the national railway transport policy was approved, allowing the construction of 280 km Zuunbayan-Khangi and 780 km Erdenet-Artsuuri railways. The total length of railways in the second phase was set to 1,900 km by the Parliament’s decree of June 29, 2018.
The issue of special taxes imposed on diesel fuel for the 'Ulaanbaatar Railway' from 1995-2015 was discussed in the government meeting, resolved by decree No. 56 of February 22, 2018, and submitted to Parliament in June 2018.
In cooperation with China, a transport and logistics center was established in the Dongjiang Free Trade Zone of Tianjin. The 2009 memorandum of understanding between the Mongolian Ministry of Roads and Transport and Tianjin municipal government was renewed in May 2018, granting rights to establish a joint logistics center in the zone under favorable conditions.
The feasibility study of the Nariin Sukhait–Shivee Khuren railway was completed and the government approved the start of construction. The 'Shivee Khuren–Sehe border railway' project was to be completed in 2019, establishing the state-owned 'Shivee Khuren Railway' LLC for construction.
Construction of the Tavantolgoi–Gashuun Sukhait railway was expedited. Preparations were made for the Prime Minister’s visit to China, and financing and construction coordination with the Chinese Ministry of Transport were agreed upon.
The government approved continuation of the Tavantolgoi Railway project and resolved funding issues, establishing 'Tavantolgoi Railway' LLC by decree No. 242.
The revised Water Transport Law was implemented to ensure the safety of water transport. Rules for operating vessels, transporting cargo and passengers, technical inspections, and registration procedures were approved and put into effect.
From 2013 to 2016, J. Bat-Erdene led the Mongolian People's Party in Bulgan, promoting party goals and implementing programs, ensuring majority wins in local elections.
J. Bat-Erdene was elected as a Member of Parliament in 2016, 2020, and 2024. From 2018-2024, he initiated 29 laws and led 11 working groups in Parliament.
During his tenure as the Chairman of the State Great Khural Standing Committee on State Development in 2024-2025, he discussed and submitted to the State Great Khural ...... draft laws at a total of ...... meetings.
On ... day of ... month, 2025, the Mongolian People's Party group met and elected the Group Leader with the support of the majority of the group members.

“NEW COUNTRYSIDE” project – initiator

To influence state policy, he believed in defining party policy correctly, creating conditions where everyone has work and income, and developing production, particularly supporting SMEs. He initiated the 'New Countryside' project and, despite many obstacles, persevered until it was approved. As a result, today it has become the foundation for multiple projects and programs in Mongolia, marking the 'first' project supporting agricultural production.
Within the project in 2018, to improve livestock breeds and fertility, 25 Greford bulls of the Selenge breed, 100 Selenge bulls, 6,000 frozen Greford seeds, and 4 complete artificial insemination kits were distributed to soums and local areas. The project has since expanded beyond Bulgan to several other provinces. Additionally, to improve the quality of small livestock at the provincial level, 200 Darkhan breed goats, 160 Bayad breed goats, and 180 Erchim black ewes were distributed and placed locally.
In 2019, 15 Greford bulls, 44 Selenge bulls, 35 Selenge bulls (1st generation), 300 Bayad breed goats, 250 Erchim black ewes, 80 Tsagaan Uul goats, and 12 complete artificial insemination kits were provided. Complete tractors, equipment, intermediate machinery were distributed to 6 soums; drip irrigation systems to 70 ha; and 101 plastic greenhouses were allocated to the soums.
Continuing the program started in 2016, irrigation systems were built in 8 soums and 9 wells powered by solar energy were installed to support citizens and families and increase harvest volume. To support agricultural and household production, complete equipment for processing hides and skins was provided in 16 soums. Containers for storing fermented mare’s milk were delivered to Saikhan soum upon request, milk cooling tanks to 7 soums, and feed storage and beekeeping equipment for inseminating livestock were distributed to 250 households.
In 2019, 15 Greford bulls, 44 Selenge bulls, 35 Selenge bulls (1st generation), 300 Bayad breed goats, 250 Erchim black ewes, 80 Tsagaan Uul goats, and 12 complete artificial insemination kits were provided. Complete tractors, equipment, and intermediate machinery were distributed to 6 soums; drip irrigation systems to 70 ha; and 101 plastic greenhouses were allocated to the soums.
Two official sale points for agricultural products were built along the national horizontal road at Tuluugiin Davaa and the 1st bag of Bulgan soum. They became major trading points for locals and travelers. In Bulgan province, projects like 'Smart Bulgan,' 'Student Advisor,' and 'Cancer-Free Bulgan' were initiated and implemented. He also started the long-awaited 'Vertical Axis Highway' in Bulgan in 2018 while serving as Minister of Roads and Transport. Additionally, the road from Bulgan to Orkhon soum was upgraded 22 km further to Khutag-Öndör soum, creating a well-constructed road.
The New Countryside project supports citizens’ livelihoods and forms a foundation for Mongolia’s development.
